Alliance for Regulatory Coordination

Summary of Member Meeting

Meeting Date: November 4, 2010

Location: Associated Builders and Contractors (ABC) of Wisconsin, Madison, Wisconsin

The meeting was convened at 9:30 a.m. by Bob DuPont, of Regulatory Guidance and Design, LLC. Attendees introduced themselves and identified the organization they were representing.

Mr. DuPont reported briefly on recent Alliance activities. On October 29, 2010, Bob submitted another open records request to Commerce on behalf of the Alliance. This latest request pertains to financial and personnel information for the first quarter of state fiscal year 2011. The Alliance has two new members, the Wisconsin Chapter of the National Electrical Contractors Association, and the League of Wisconsin Municipalities.
Bob DuPont opened discussion of the draft white paper entitled “How to improve Public Safety and Consumer Protection in Wisconsin”. As the result of productive discussion, the number of recommendations was pared from seven to four, with continued focus on good customer service, statutory provisions that would emphasize the importance of building-related safety programs at both the state and municipal level in Wisconsin and efficient government operation.
The three recommendations that were removed from the draft white paper will be discussed and considered by Alliance members in the future. Operational aspects of the state building-regulatory programs will continue to be the focus of Alliance Program Teams. Support was expressed for uniform administration of the Wisconsin Commercial Building Code by state and municipal plan reviewers and inspectors.

The following next steps were identified and agreed upon:
  • Bob DuPont will revise the draft white paper and get it to Alliance members ASAP.
  • ARC member representatives will share the new version of the draft white paper with the leadership of their respective organizations.
  • The draft white paper will also be shared with the three sponsors of the “Be Bold Wisconsin” report. The three previous contact points will be utilized again.
  • All ARC members are encouraged to share the new draft white paper with organizations that may have an interest in the subjects addressed by the paper.
  • Each ARC member is free to discuss the draft white paper with the incoming administration of Governor elect Walker and with legislators as members see fit.
  • Efforts will commence to set up a meeting between the incoming administration of Governor elect Walker and the Alliance for Regulatory Coordination. A representative subgroup of the Alliance will participate in that meeting.

No date was set for the next meeting of the Alliance for Regulatory Coordination. The next meeting will be scheduled as needed in response to reactions received regarding the draft white paper.

The meeting was adjourned at Noon.
